Purpose

To ensure a safe, secure, and conducive environment for learning, research, and engagement, 黑料视频 reserves the right to restrict access to individuals whose presence is determined to disrupt university operations, threaten the safety of the campus community, or violate university policies.

Scope

This policy applies to all non-affiliated visitors, including but not limited to alumni, contractors, event attendees, and members of the public, while on 黑料视频-owned, leased, or managed property.

Definitions

Definition of Persona Non Grata (PNG):

A visitor may be designated Persona Non Grata (PNG) when their actions, behavior, or presence is deemed detrimental to the university community or property. This designation prohibits the individual from entering university grounds, attending university-sponsored events, or engaging with university resources.

Policy

Grounds for PNG Designation:

An individual may be designated PNG for reasons including but not limited to:

  1. Threats to Safety: Engaging in violence, threats, or behavior that endangers the health or safety of others.
  2. Disruptive Conduct: Materially or significantly interfering with university operations, academic activities, or university-sponsored events.
  3. Illegal Activities: Committing or being implicated in unlawful acts on university property.
  4. Harassment: Engaging in harassment, stalking, or discriminatory behavior towards any member of the university community.
  5. Unauthorized Access: Intentionally trespassing or entering restricted areas without permission.
  6. Policy Violations: Repeated violations of university policies or failure to comply with directives from university officials.

Process for Designation:

The determination of a person being deemed persona non grata (PNG) involves a collaborative review process. The President has designated the Chief of Police, the Vice President for Operations, the Vice President for Student Affairs, University Counsel, and other university officials deemed necessary (if applicable) for a specific case to evaluate the circumstances. Before the official PNG letter is issued, the findings and rationale will be shared with the Senior Officers Group for their awareness and input, ensuring a comprehensive and informed decision-making process. 

The Chief of Police (or his/her designee) issues the final letter declaring the individual persona non grata.  This letter can be delivered in person or sent certified mail.  Copies wil be sent to University Counsel.

Enforcement:

  • Any individual found on university property in violation of their PNG designation may be subject to removal by NYS University Police and potential legal action, including charges of trespassing.
  • Violations of the PNG designation may also result in an extended ban period or additional sanctions as deemed appropriate by the university.

Exceptions and Temporary Access:

In certain circumstances, exceptions may be granted for limited, supervised access. Requests must be submitted in writing to the NYS University Police Department at Binghamton Chief of Police at least 10 business days in advance. 

In addition, a person who has been deemed PNG may request a removal of their PNG status after five (5) years.  Any such request should be made in writing to the Chief of Police at NYS University Police.  A review of this request will be conducted by the Chief of Police, the Vice President for Operations, the Vice President for Student Affairs, University Counsel, and other University officials deemed necessary (if applicable).  A response will be issued in writing to the requester within ninety (90) days.

Confidentiality and Recordkeeping:

All information related to PNG designations will be handled confidentially and maintained in accordance with university policy and applicable laws.
