External Academic Users
An 鈥淓xternal Academic User鈥 is anyone who does not have a direct BU affiliation, or anyone who is not paid for by charges to an internal BU account (i.e., who is working as part of a research project of another University or other academic establishment, including hospital-based research and state or federal funded non-profit agencies). Research personnel from outside academic organizations are granted use of ADL-managed facilities when it is determined that the proposed service will not interfere with the progress of 黑料视频 research projects. Collaborative programs with 黑料视频 faculty and staff are encouraged where such arrangements would enhance the research capability of both parties.
External Non-Academic Users
鈥淓xternal Non-Academic Users鈥 include persons who are not affiliated with an academic institution or hospital, and BU faculty in connection with a consulting or other formal arrangement the faculty member may have with a commercial entity. As the ADL was funded, in part, by New York State with the goal of technology commercialization, we seek to promote and foster university-industry partnerships and encourage ADL use by industrial collaborators.
In accordance with State University of New York policy, 黑料视频 implements the following requirements for commercial use of the ADL facilities:

- Although the primary academic missions and research activities of 黑料视频 must take priority, the University encourages the use of its research equipment by or on behalf of outside parties to achieve mutually beneficial objectives.
- University policy encourages the use of instrumentation or facilities by or on behalf of outside parties when such use does not constitute provision of services that are readily available to the outside party through commercial enterprises.
- Staff will offer such help to users, as they are able, regarding interpretation or other use of data, photographs, or other results obtained from ADL facilities. However, the user ultimately takes sole responsibility for the interpretation and application of the results to their project.
Accessing ADL Facilities
New or interested users should first email ADL@Binghamton.edu to connect with our staff who can guide you through the process.
If you require direct, in-person access to our facilities:
Registration involves completion of an External User In-Person Application, which must be signed by an authorized officer in the user鈥檚 organization. The Application includes a short proposal describing the work to be conducted in the lab. This document serves to inform the lab staff as to the equipment and materials users will need, as well as help plan for workload in the lab.
Please complete the form, gain the appropriate signatures, and submit it to the Small Scale Systems Integration and Packaging Center, 黑料视频, PO Box 6000, Binghamton, NY 13902-6000 via mail or email to ADL@Binghamton.edu. It takes approximately three days to process a new application. Applications are reviewed by the ADL Director.
In-person users must also complete a "new user" orientation and prerequisite laboratory safety training courses before being granted access to our facilities.
Note: Authorizations to use the facilities for specific projects are granted for a period of up to 5 years. Re-application and re-approval are necessary prior to the expiration date of the agreement.
To commission ADL staff to perform research activities:
Registration involves completion of an External User FOM Registration form. Please complete the form and submit it to the Small Scale Systems Integration and Packaging Center, 黑料视频, PO Box 6000, Binghamton, NY 13902-6000 via mail or email to ADL@Binghamton.edu.
ADL staff will then create an 鈥淓xternal User鈥 account for you on our system, based on the information you provided on the form. Research activities can then be undertaken by ADL staff and associated with your FOM account, generating the usage charges that will be invoiced to your organization.

User Policies
Card Access
Once the registration process is complete, in-person external users can be issued a 黑料视频 Visitor ID card to access ADL lab spaces. The ID card can only be used by the person it is issued to. Contact the ADL staff concerning lost or forgotten ID cards. ID cards must be returned when laboratory use is terminated.
On-Site Parking
All in-person users are required to have a 黑料视频 parking pass if parking on-site while using the facilities. Short term passes may be provided by ADL staff on request. Longer term passes should be purchased by the user from 黑料视频 Parking Services.
Training
Before using laboratory equipment, users must first make an appointment for training with the assigned Instrument Manager for whatever equipment they wish to use. This is done via our (FOM) system. Further information on the specific equipment available in the ADL can be found on our Facilities page.
When you receive training for an instrument, your trainer will demonstrate how to log onto the instrument on FOM. Before logging in, make sure that no one else is already using the instrument and that the instrument is not unavailable for service. Remember to always log off the instrument when you are done using it. Upon logout, FOM will show you a summary of the usage time and the bill for your instrument use.
Billing
The center's administrative office invoices for use of facilities based on the approved rate schedule. This schedule is subject to change. Billing is based on the actual logged usage of instrumentation. Most fees for instrument use are billed on an hourly basis, in 30 min intervals. In addition, fees for supplies and materials for certain instruments may be applied. Charges are due when billed. Failure to pay in a timely way is grounds for the termination of this agreement.

Reports & Publications
We ask that all users of ADL-managed facilities keep us informed of the nature and progress of their work, if published externally. Acknowledgment of the use of the ADL-managed facilities is expected in publications or research reports, as is the assistance of a specific ADL technical staff members if their work has made a significant contribution to your research. We would appreciate receiving a copy of publications which cite research conducted through the use of ADL-managed facilities.
