Determination of On-Campus or Off-Campus F&A Rates:

There are several items that go into the determination of on or off campus.  The Binghamton-only work needs to be 50% or more project effort and activity at non-BU facilities in order to qualify for an off-campus rate.  The off-campus rate will not be applied when a PI conducts research off campus from a domestic residence either for convenience or when University facilities are unavailable.  The campus continues to accrue expenses even when activities are off-campus and or personnel are working from home.  These costs include PI and project staff office and research space, permanent infrastructure depreciation, salaries, health benefits, and other benefits for research staff.  No subaward activities, travel, equipment purchases, or vendor costs are considered when making the off-campus determination.

National Institutes of Health (NIH) 

Important Changes:

Implementation of Common Forms (NOT-OD-24-165)

Changes effective for applications due on or after May 25, 2025

  • Applicants will be required to use SciENcv for the following common forms:
    • Biosketch
    • NIH Biographical Sketch Supplement
    • Current and Pending (Other) Support
  • All Senior/Key Personnel will be required to enter their ORCID ID into SciENcv in the Persistent Identifier (PID) section of the common forms and the ORCID ID will need to be linked to their eRA Commons Personal Profile.

National Science Foundation (NSF) 

Important Changes to Research.gov:

On October 27, 2024, the National Science Foundation implemented multifactor authentication (MFA) for Research.gov. With the ever-growing number of cyber security concerns and threats, MFA gives an added layer of security to ensure that only authorized users can access Federal resources online.

What this means for you: As of October 27, all users are required to complete a one-time MFA enrollment process and use the selected method to sign into Research.gov. Users must set up a primary MFA sign-in method.  NSF urges users to also set up a secondary method in case the primary method is unavailable. Every time a user signs into Research.gov, they are required to use MFA. OR Users can continue using Login.gov to sign into Research.gov if a phishing-resistant MFA is used.
